Flood Insurance on the New Hampshire Seacoast

Storm surge. Nor’easters. Heavy rain that ponds on low streets. Groundwater that shows up in a basement you’ve never worried about. Along the New Hampshire Seacoast—Portsmouth, Rye, Hampton, Seabrook, New Castle, and nearby towns—water is part of the landscape. Sometimes it’s part of the claim file too.

Some homes sit in mapped high-risk flood zones. Plenty don’t. And water still finds its way in after a bad storm.

The part that catches people off guard: a standard homeowners policy generally does not cover flood damage from rising or external water. Flood protection usually means a separate flood policy.

Portsmouth Atlantic Insurance is an independent agency based in Portsmouth. We help Seacoast clients compare flood options through the National Flood Insurance Program (NFIP) and private flood markets we represent. We also write flood for clients tied to our Stratford, CT office when Connecticut properties need a look—but this page is about Seacoast New Hampshire.

Flood or Homeowners Coverage?

Homeowners Insurance is not Flood Insurance

Scenario (simplified) Often addressed by homeowners? Often needs flood policy?
Burst pipe inside the home Frequently yes (policy-dependent) No
Storm surge / tidal flooding Typically no Yes
River or brook overflow Typically no Yes
Heavy rain / groundwater entering from outside Often treated as flood → typically no Yes
Wind-driven rain through a storm-damaged opening Sometimes (HO / wind wording) Depends—ask us

Not sure whether a past water event would’ve been “flood” or “internal water”? That’s exactly the conversation to have with a local agent before the next storm season.

Who Should Consider Flood Coverage?

Who Should Consider Flood Coverage on the Seacoast?

Take a serious look if any of these sound familiar:

  • Your lender requires flood because of the zone determination.
  • You live near the ocean, a harbor, a tidal marsh, a river, or a street that ponds in heavy rain.
  • You’ve seen water in a basement or garage after storms—even without filing a claim.
  • You’re buying a Seacoast home and the inspection or disclosure mentions water history.
  • You’re outside a high-risk zone but still want protection. A meaningful share of flood claims nationally happen outside the highest-risk mapped zones. Maps are a starting point, not a guarantee.

We don’t tell every household they must buy flood. We do ask Seacoast owners to make a real yes/no call—not assume “my homeowners policy has it.”

Comparing NFIP and Private Flood Insurance

NFIP and Private Flood — How We Help You Compare

NFIP (National Flood Insurance Program)
Federal program available in participating communities. Building and contents limits follow NFIP rules. Pricing follows the program’s rating methodology. Waiting periods commonly apply when flood isn’t lender-required at closing (often around 30 days—confirm current rules at quote time).

Private flood
Private carriers may offer different limits, deductibles, waiting periods, and optional coverages (broader contents or additional living expense options, depending on the market). Some private policies help when building limits need to go higher than NFIP residential caps, or when a buyer needs coverage timed to a closing.

We represent both NFIP Write-Your-Own partners and private flood markets. We’ll compare what fits your address—not push a ranked list.

What We Typically Put Side by Side: - Building vs Contents Limits

Deductibles

We’ll compare the deductible you would be responsible for if you have a covered flood loss.

Key Factor

Basement / Below-Grade Limitations

Flood policies can have specific restrictions on what is covered in basements and other below-grade areas, so we’ll point out those limitations before you choose a policy.

Key Factor

Waiting Period and Closing Timing

Flood policies commonly have waiting periods, although exceptions may apply in certain situations. If you’re buying a Seacoast home, telling us your closing date early helps us review the timing requirements and available options.

Key Factor

Whether Private or NFIP Better Matches Lender Requirements

If your lender requires flood insurance, we’ll compare available options against the lender’s coverage requirements so there are no surprises at closing.

Key Factor

How Flood Sits Next to your Homeowners and Umbrella Picture

Flood insurance is separate from homeowners coverage, so we’ll look at how the policies work together and where coverage may not apply.

Key Factor

Coverage, Contents, and Waiting Periods

Building Coverage, Contents, and Waiting Periods

Flood policies often split:

Building Coverage

Building coverage pays for flood damage to the structure itself: the building and its foundation, electrical and plumbing systems, furnaces and water heaters, built-in appliances, and permanently installed items such as carpeting and cabinets. NFIP building coverage for a home goes up to $250,000. Private flood can go higher; Neptune, for example, offers residential building limits of $2 million and more. Source: FEMA FloodSmart.

Core Coverage

Contents Coverage

Contents coverage pays for your belongings inside the home, such as clothing, furniture, electronics, curtains, and washers and dryers. It is bought separately from building coverage, and NFIP contents coverage goes up to $100,000. Basement coverage is limited: most personal property kept in a basement is not covered. Source: FEMA FloodSmart.

Core Coverage

Basements and below-grade spaces often have special limitations. Landscaping and many exterior features may be excluded. We’ll walk the form in plain language if you want.

Timing matters. Flood coverage generally isn’t retroactive. Waiting periods are common when you’re buying outside a lender-driven closing. Under contract? Tell us the closing date early so we can line up NFIP vs private options with your lender’s requirements.

When reviewing policies, homeowners should also consider insurance policy limits, insurance deductibles, and whether the policy includes replacement cost coverage.
