Kennebunkport’s largest homes face three kinds of water: open-ocean waves on Ocean Avenue and Cape Porpoise, beach and dune flooding at Goose Rocks, and tidal backwater in Dock Square and along the Kennebunk River. Getting the insurance right means matching each house to its own exposure, then setting the dwelling limit, flood coverage and hurricane deductible around it. We compare carriers for Kennebunkport homeowners from our Portsmouth office. Call (603) 431-4020.

Key facts

  • The town lists Dock Square, several stretches of Ocean Avenue, Head of the Harbor, the Pier Road causeway, Dyke Road and King’s Highway as flood-prone (Town of Kennebunkport).
  • The December 2023 and January 2024 storms damaged Ocean Avenue at Wandby Beach. The town has proposed raising about 1,100 feet of the road, which lies in a mapped velocity zone near Walker’s Point, with FEMA hazard mitigation funding (Town project page).
  • A March 2026 study found that January 2024 storm tides flooded about 37% more of Dock Square and Lower Village than average tides (SMPDC study).
  • That study found that, with 4 feet of sea level rise, ordinary daily tides could cover about as much ground as the January 2024 storm did.

Neighborhood by neighborhood

Ocean Avenue and Walker’s Point

The road out to Cape Arundel carries some of the most valuable houses in southern Maine, many set on ledge facing open water. Wind exposure here is high, and spray and debris can strip shingles, trim and glass. The town notes that when Ocean Avenue floods, emergency access is disrupted, and the stretch near Wandby Beach lies in a velocity zone, which means waves, not just rising water, are part of the flood picture.

Cape Porpoise

A working harbor with large homes on the points and islands around it. The Pier Road causeway is on the town’s flood list, so a storm tide can cut access for a short time. Carriers care about how quickly fire and repair crews can reach a house.

Goose Rocks Beach

A long sand beach backed by dunes and marsh, with Dyke Road and King’s Highway on the town flood list. Beachfront houses here fall under Maine’s sand dune rules, which shape how a damaged home can be rebuilt.

Dock Square, Lower Village and the river

Shingle-style houses, inns and historic buildings sit close to the river. The 2026 study found that flooding here is driven mainly by coastal water levels, not by river flow. Water can arrive from the harbor side even on a dry day.

Setting the flood limit for a Kennebunkport house

A homeowners policy excludes flood, and NFIP coverage is capped at $250,000 for the building with a usual 30-day wait (FloodSmart). On a Kennebunkport waterfront home, that cap often covers only part of a rebuild. We usually build the flood plan in layers:

  • NFIP through Selective as the base, where it makes sense
  • private or excess flood above it from carriers such as Neptune Flood, Beyond Floods, Flow Flood, Aon Edge, CatCoverage or The Flood Insurance Agency
  • contents and below-grade items reviewed separately, since basements and mechanicals have their own limits

See our Maine flood insurance page for flood zones and elevation certificates, or check your zone first.

Rebuild rules that shape the dwelling limit

Maine DEP’s sand dune rules apply along Goose Rocks and other frontal dune areas. If repairs reach 50% of a building’s value, they count as reconstruction. The house may have to move landward where practicable, cannot get bigger or taller, and needs a post or piling foundation with its first floor at least three feet above the highest natural dune elevation (Maine DEP). New seawalls are not allowed in the dune system.

Away from the dunes, the town’s shoreland and floodplain rules still apply, and the town’s planning work aims to preserve the village’s historic character. In practice, a total loss can cost more than the original house to rebuild. We look at extended replacement cost, ordinance or law coverage and debris removal limits together. Try our replacement cost estimator before we talk.

Hurricanes, nor’easters and the deductible

Most Kennebunkport damage comes from winter nor’easters, which fall under the policy’s regular deductible. A hurricane deductible applies only during the warning window set by Maine Rule 960, and for owner-occupied homes the insurer has to state it on the declarations page (Bulletin 398). For a seasonal home, we read the carrier’s own wording, since the rule is written for owner-occupied homes.

Summer houses, winter checks

A lot of Kennebunkport’s larger homes are full from June through Labor Day and closed by November. A closed house needs a plan for frozen pipes and ice dams, and most carriers want someone checking it on a schedule. If the house is rented by the week, tell us early. A rental changes which forms and carriers we can use.

Carriers for Kennebunkport homes

  • Chubb and Cincinnati: can look at homes at any dwelling limit, including oceanfront estates.
  • Openly: writes Maine homes and rentals up to about $5M (about Openly).
  • National General: many homes up to about $5M.
  • Patriot: Maine homes up to $3M.
  • Hanover: homes up to $2M.
  • Hagerty: collector and high-value cars.

Boats on a Cape Porpoise or Kennebunk River mooring belong on a separate Maine boat policy. Owners with several cars and a waterfront home usually add a personal umbrella.

Kennebunkport high-value home FAQ

Which parts of Kennebunkport flood most often?

The town’s own list of flood-prone areas includes Dock Square, several stretches of Ocean Avenue, Head of the Harbor, the Pier Road causeway in Cape Porpoise, Dyke Road and King’s Highway at Goose Rocks. A storm tide can close those roads and slow access to homes beyond them.

Do I need flood insurance on Ocean Avenue if my house sits on ledge?

Ask before you skip it. The house may sit high, but outbuildings, a lower level, mechanicals or the driveway may not. Parts of Ocean Avenue near Wandby Beach are in a mapped velocity zone. We check the flood zone and elevation for the actual parcel before we suggest a limit.

How much flood coverage can I get above NFIP?

NFIP stops at $250,000 for the building and $100,000 for contents. Private and excess flood carriers such as Neptune Flood, Beyond Floods, Flow Flood and Aon Edge can add limits above that, subject to underwriting and the home’s elevation.

Can I rebuild a Goose Rocks Beach house in the same spot after a storm?

Not always. If the house is in a frontal dune area and the damage reaches 50% of its value, Maine DEP treats the work as reconstruction. The rebuilt house may need to move back from the water and go on posts or pilings. We plan the dwelling limit and ordinance or law coverage around that.

Will a carrier write my Kennebunkport home if I rent it in the summer?

Many will, on the right form. Weekly summer rentals change how a carrier looks at the house, so tell us how many weeks it is rented and whether you use a management company.

Who will I work with?

You work with our Portsmouth, NH office, a short drive down I-95. We have no Kennebunkport or other Maine location, but we are licensed in Maine and handle Kennebunkport clients by phone, email and video.
