- Monroe is mostly single-family homes on one- to three-acre lots, so homeowners coverage is the heart of the policy.
- The regional hazard plan points to the Pequonnock River, its West Branch and the Farmill River as Monroe’s most frequent flood areas. We write NFIP through Selective and compare six private flood carriers.
- Homes on Lake Zoar and the Housatonic bring their own questions: waterfront exposure, docks and boats.
- We compare 40+ carriers and charge no fees of any kind. A Fairfield County office is coming soon.
The regional Natural Hazard Mitigation Plan describes Monroe as a predominantly residential community of detached single-family homes on one- to three-acre lots, with several condominium complexes, commercial activity along the Route 25 and Route 111 corridors and industrial parks along Pepper Street in the north. It puts Monroe’s population at 18,927 (2017–2021 American Community Survey) and reports 87.3% of housing units owner-occupied. How Monroe is laid out
According to the same plan, Monroe covers 26.4 square miles in the northern part of the region, bordered by Easton to the west and Trumbull to the south, with Shelton to the east and Oxford to the northeast along Lake Zoar and the Housatonic River. Its highest elevation is about 600 feet. Carriers rate each address individually, and a few patterns come up often:
- Single-family homes on larger lots. Bigger lots usually mean detached garages, sheds, pools and long driveways, all of which affect other-structures limits and liability.
- Older homes. Carriers ask about roof age, electrical panels, plumbing and heating, and documented updates widen your options.
- Condominiums. Unit owners need an HO-6 matched to the association’s master policy, including loss assessment.
- Lake Zoar and the Housatonic. The plan explains that Lake Zoar is formed by the Stevenson Dam and forms Monroe’s northeast boundary. Waterfront homes raise questions about docks, boat lifts, watercraft and liability for guests on the water.
Flood in Monroe
Monroe is inland, but the hazard plan says the areas most frequently subject to flooding are next to the Pequonnock River, which it says consistently overflows its banks in major storms. Flooding also occurs along the West Branch of the Pequonnock and along the Farmill River. The plan notes that the Farmill drains much of the developed part of Monroe, so a number of chronic flooding problems occur along the river and its tributaries. It also identifies a possibly undersized culvert under Cottage Street near Brookside Trail, on the Boys Halfway River.
The plan identifies the Stevenson Dam, which impounds the Housatonic to form Lake Zoar and is used for hydroelectric power, as a high hazard (Class C) dam, and notes that the area immediately downstream is largely undeveloped. Check your address on the FEMA Flood Map Service Center.
Flood coverage options
A homeowners policy will not pay for rising water from the river, a brook over its banks or surface water pooling around the foundation. Flood is its own policy. Lenders require flood insurance for federally backed mortgages in a special flood hazard area, but homes outside the line can still take on water.
- NFIP through Selective. We write National Flood Insurance Program policies through Selective, a Write Your Own carrier. The NFIP covers up to $250,000 for the building and $100,000 for contents. New policies generally have a 30-day waiting period (see FloodSmart), so buy before storm season, not during it.
- Private flood. When a home costs more than the NFIP building limit to rebuild, or you want coverage the NFIP leaves out, we compare Flow Flood, Neptune Flood, Beyond Floods, The Flood Insurance Agency, CatCoverage and Aon Edge. Each one decides address by address.
- Elevation certificates. If you have one, send it. If the house has been raised or has flood vents, it can make a real difference in how flood carriers rate it.
Finished basements are common in Monroe homes. Water backup (sewer, drain or sump pump failure) is an add-on to homeowners; flood is separate. If your basement is finished, ask about both. See basement flooding coverage and our flood insurance overview.
Wind, trees and hurricane deductibles
Monroe’s wooded lots mean fallen trees and limbs are a familiar storm risk. Wind damage generally falls under homeowners coverage. Many Connecticut homeowners policies carry a separate hurricane deductible, usually a percentage of the dwelling limit, that applies only to qualifying storms. We convert it to dollars when we compare options. See hurricane deductibles in Connecticut.
Larger homes
Under about $2 million to rebuild, almost all of our 40+ carriers can fit, so we compare the full field. For homes over about $3 million, we look first to Cincinnati, alone or alongside Chubb, which focuses on high-value homes. Whatever the size, we build the dwelling limit around the cost to rebuild, not the market value, and look at extended or guaranteed replacement cost where offered.
For larger homes, see high-value home insurance in Connecticut.
Boats, docks and liability on Lake Zoar
If you keep a boat or personal watercraft on Lake Zoar or the Housatonic, check whether your homeowners policy covers it at all, and at what limit. Most homeowners policies limit or exclude boats above a certain size or horsepower, so a separate watercraft policy is often the right answer. A personal umbrella can sit above home, auto and watercraft liability. Docks and boat lifts may need to be scheduled as other structures.
Renters and tenants in Monroe
If you rent in Monroe, your landlord’s policy covers the building, not your belongings or your liability. A renters policy covers both, plus extra living costs after a covered loss. We shop renters coverage across our carriers, and Progressive Home is one of them; we use Progressive Home for renters policies only. Landlords who own two- to four-family buildings can see landlord insurance.
Auto, umbrella and the rest of the household
Most Monroe households also need auto insurance, and many add a personal umbrella. We quote them with the home so the liability limits line up, and we put rentals, second homes, boats and valuables under the same review. One agent, one renewal conversation.
Common coverage gaps we see in Monroe
- A dwelling limit based on the purchase price or assessed value instead of the cost to rebuild
- No water backup coverage on a house with a finished basement
- Personal property limits that have not kept up with what the household actually owns
- Liability limits on the home and auto that do not line up with an umbrella, or no umbrella at all
- No ordinance or law coverage on an older home that would need code upgrades after a loss
- No flood policy on a home near the Pequonnock or Farmill River
- A boat on Lake Zoar with no watercraft policy and no umbrella
Most of these are straightforward to fix once someone reads the declarations pages side by side, and that is the first thing we do in a review.
Before storm season in Monroe
- Know your hurricane or named storm deductible in dollars, not just as a percentage
- Photograph or video each room so a contents claim is easier to document
- Keep your declarations pages, flood policy and any elevation certificate somewhere you can reach from your phone
- If you are thinking about flood coverage, buy it well ahead of a storm because of the waiting period
- Check the sump pump and its backup power before the wet season
Buying a home in Monroe
Start the insurance conversation before you are under contract, not the week of closing. Send us the listing and the inspection report when you have it. The report answers most of what carriers ask: roof age, electrical panel, heating, plumbing and any water in the basement. For a waterfront home on Lake Zoar or near the Pequonnock, ask the seller for any flood history and elevation certificate. We line up the homeowners binder, and a flood binder if you need one, so both are ready for your lender.
How a Monroe home quote works
- Tell us about the house: address, year built, square footage, roof age and updates to wiring, plumbing and heating.
- Send your current declarations page so we can compare like for like and point out limits that look short.
- We shop the carriers that fit and lay the options out side by side, with the differences in coverage, deductibles and storm terms, not just price.
- You choose, and we handle the switch, including your mortgage company and the effective date, so there is no gap.

Yes. We serve Connecticut by phone, email and online, with a Fairfield County office coming soon. Call (603) 431-4020.
