Shawsheen River and Fish Brook · Shawsheen Village, Academy Hill and Ballardvale · 12-Month Demolition Delay · I-93 and I-495 · Andover, MA
- The Shawsheen River runs north through Andover to the Merrimack. About 1,800 acres sit in the 100-year flood zone, and the town counts the Mother’s Day flood of 2006 and the spring 2010 storms as its most significant recent floods.
- Andover has seven National Register districts and two local historic districts. Its demolition delay reaches any listed or inventoried building and anything within 200 feet of a historic district boundary, with up to 12 months of delay.
- Shawsheen Village, the planned American Woolen Company community begun in 1918, sits on both banks of the river, so some of the town’s most distinctive houses share a neighborhood with its worst flooding.
- Nearly every home is on town water, but the town’s 2019 resilience report put only about two-thirds of properties on sewer, with the southeast near Harold Parker State Forest and the west near River Road on septic.
- Rebuild cost decides the carrier. A wide field competes below about $2 million, and Openly and National General reach about $5 million. Cincinnati and Chubb both write homes at any dwelling limit, so we quote both.
- Andover clients are looked after by an agent in our Portsmouth, NH office, with 40+ carriers to compare, no fees and one number: (603) 431-4020.
Andover was incorporated in 1646, when it still included what is now North Andover, and grew from farms and mills into a residential town where Interstates 93 and 495 cross. It borders Lawrence and Methuen to the north, and the Haverhill commuter rail line stops at both Andover and Ballardvale stations. The Census Bureau estimated 37,014 residents on July 1, 2025. According to the 2025 housing production plan, about seven in ten homes are detached single-family houses, more than a third were built before 1960, and fewer than one in ten went up after 2010; most were built in the steady growth of the late 20th century and early 2000s. Where does the Shawsheen River flood in Andover?
Andover’s 2019 climate resilience report put about 1,800 acres in the 100-year flood zone and another 605 acres in the 500-year zone, and noted that, after Lawrence, Andover had the highest federal flood insurance payouts in Essex County. During the Mother’s Day flood of 2006, Marland Place, an assisted living residence on High Street in the floodplain, was evacuated, and North Main Street flooded at Shawsheen Plaza. The report names the most vulnerable areas: Shawsheen Village, Balmoral, the Washington Park condominiums, Powder Mill Square, Woburn Street, the Dale Street condominiums and High Plain Road along Fish Brook, with River Street, Central Street and the Skug River at Salem Street also prone to water.
A draft town hazard plan (the 2024 public review draft) reports about 145 paid flood claims since Andover joined the NFIP in 1978, and about 29 properties on FEMA’s repetitive-loss list as of October 2023. The same draft says that on August 8, 2023, a morning downpour caused flash flooding near the senior center, the high school and Chestnut Street and pushed the Shawsheen above minor flood stage at the Balmoral Street gauge. Residents at the plan’s public meetings called Shawsheen Village the most flood-prone part of town and blamed an undersized culvert beneath the neighborhood. The town has since studied flood storage along the river, and two small dams in Shawsheen Square and on High Street were removed in 2017.
- Flood needs its own policy. Homeowners insurance excludes flood. Pull up your property on FEMA’s Flood Map Service Center, and think about flood coverage near the Shawsheen, Fish Brook or the Skug River even outside a mapped zone. Any new NFIP policy we arrange is written through Selective, and every Chubb home quote we prepare comes with a flood quote.
- Condominium owners. In a riverfront complex, read the association’s master policy and flood coverage, then match your HO-6 policy and loss assessment limit to what the association leaves to you.
- Basements. FEMA restricts what flood policies pay for below ground, and water that comes up through a floor drain is a separate matter. A water backup endorsement sized to a finished lower level fills that gap; see our flood insurance page.
What makes Shawsheen Village and Academy Hill homes different to insure?
Andover’s National Register listings include seven districts and 45 individually listed buildings. Two stand out for homeowners:
- Shawsheen Village. In 1918 William M. Wood, founder of the American Woolen Company, bought a 600-acre tract straddling the Shawsheen River and built a planned community there, absorbing the older Frye Village. Much of it is brick two- and two-and-a-half-story houses on spacious lots along wide, tree-lined streets, sloping down to the river and the floodplain.
- Academy Hill. Phillips Academy (1778), Abbot Academy (1829) and the Andover Theological Seminary (1807) shaped this hilltop district, where the campus today covers about 450 acres and 160 buildings, including student and faculty houses as well as school buildings.
The other districts, Ballardvale, Central Street, Main Street–Locke Street, the Andover Village Industrial District and West Parish Center, hold everything from 18th-century farmhouses to 19th-century mill-village houses. For insurance, the common thread is replacement cost:
- Brick, slate and plaster. Masonry walls, slate roofs, plaster ceilings and original millwork are expensive to replicate with like materials. Insure to a reconstruction estimate, not the sale value, and update it after renovations.
- Matching and code upgrades. Ordinance or law coverage pays for wiring, egress and energy-code work after a covered loss. Our historic home insurance guide compares in-kind and functional repair.
- Collections. Art, antiques, silver and jewelry outgrow standard theft limits; scheduling them gives broader coverage, and according to the Massachusetts Division of Insurance, scheduled items usually have no deductible.
How do Andover’s demolition delay and local districts affect a rebuild?
Andover’s demolition bylaw (General Bylaws, Article XII, Section 33) does not use an age cutoff. It covers buildings listed on or pending for the National or State Register, buildings in the state’s historic inventory, and any building within 200 feet of the boundary of a federal, state or local historic district. The Preservation Commission holds a meeting within 40 days to decide whether the building is historically significant; if it is, a public hearing follows, and for a building found preferably preserved the building inspector must hold the demolition permit for 12 months, though the commission can lift the hold sooner in certain cases.
Inside the Ballardvale local historic district, created in 1995 around the 19th-century mill village, and the Central Street local historic district, a commission reviews most exterior changes instead. Either way, a serious fire in an older house can mean a review before rebuilding begins. Ask how your policy limits additional living expense, by months or by dollars, and carry ordinance or law coverage sized for a careful restoration. The town also has a special permit, in place since 2003, that lets an owner subdivide a lot in order to relocate or rehabilitate a historic building.
What should owners of newer and larger Andover homes check?
Most Andover houses were built in the late 20th century and early 2000s, on lots set by zoning: 15,000 square feet in Single Residence A, 30,000 in Single Residence B and a full acre (43,560 square feet) in Single Residence C, per the town’s dimensional table. A large colonial or custom home from that era brings its own list:
- Value what is there now. Kitchen and bath remodels, finished basements, additions and whole-house generators raise rebuild cost. We start from a current reconstruction estimate rather than the original build.
- Long outages. The 2019 report says nor’easters in October 2017 and March 2018 left most of the town without power for at least four straight days. Frozen pipes, a failed sump pump and spoiled food are where outage claims start, so a generator and a properly sized backup endorsement are worth discussing.
- Gas and explosion. The September 13, 2018 Merrimack Valley gas explosions, which the report traces to over-pressurized century-old gas lines, are a reminder that explosion is a covered peril on standard homeowners forms and that loss-of-use coverage matters if a covered loss forces you out.
- Septic and sewer. The report says nearly all of Andover is on public water, but only about two-thirds of properties are on sewer; the southeast near Harold Parker State Forest and the west around River Road and Dascomb Road are the main exceptions. Septic wear is maintenance, not a claim. If you are renovating or building, the house belongs on builder’s risk until it is finished; our new construction guide explains the hand-off.
Woods and conservation land reach into many neighborhoods. Harold Parker State Forest has 35 miles of trails and 11 ponds, and AVIS, founded in 1894 as the Andover Village Improvement Society, manages more than 1,200 acres of reservations in town. The draft hazard plan reports that Andover Fire has averaged about 26 brush fires a year over five years. Fire is a covered peril, but clear brush and woodpiles from around the foundation and have overhanging limbs cut back. For winter tree and ice-dam claims, read our snow and ice damage guide.
Which carriers fit Andover homes at different rebuild values?
A 1990s colonial in Single Residence C and a brick house in Shawsheen Village usually end up with different companies. Under about $2 million in reconstruction cost, nearly all of our 40+ carriers will look at the home. As the figure rises, Openly (we are appointed with them in Massachusetts) and National General can write homes up to about $5 million. Cincinnati and Chubb both write homes at any dwelling limit, so we quote both. In Massachusetts, we place Chubb on high-value homes. Our Cincinnati and Chubb reviews go deeper. If you have a claim, we help you report it and keep pressing until it is resolved.
What else do Andover homeowners usually add?
- Umbrella. Teen drivers on I-93 and I-495, a pool, household help and busy weekends of guests make a strong case for umbrella liability above your home and auto limits.
- Collector cars. A restored or vintage car is usually better off on a collector car policy, written on an agreed value.

Frequently asked questions
Should I buy flood insurance in Andover outside a mapped flood zone?
It is worth a quote if you are near the Shawsheen River, Fish Brook or the Skug River, or on a low street. The August 2023 flash flooding came from intense rain on streets and drains as well as the river, and homeowners policies exclude flood.
I own a condo near the Shawsheen. What should my policy cover?
An HO-6 policy for your interior, improvements, belongings and liability, plus loss assessment coverage. Read the association’s master policy and flood coverage first so your policy fills the gaps it leaves.
Does Andover’s demolition delay apply to my house?
It can if your house is on the National or State Register or the state historic inventory, or within 200 feet of a historic district boundary. A house the commission votes to preferably preserve can wait up to a year for its demolition permit.
How should I insure a brick house in Shawsheen Village?
Insure it to a reconstruction estimate that reflects masonry, slate and original trim, add ordinance or law coverage, and quote flood if the lot slopes toward the river or floodplain.
Does homeowners insurance cover a septic backup or failure?
A system that wears out or fails is maintenance. Sudden sewage backing up into the house may be covered through an endorsement, but wording varies, so have us read your policy if your street is not on town sewer.
What happens to my policy during a long power outage?
The outage itself is not a claim, but damage it causes, such as frozen pipes, can be. Sump pump overflow usually needs a water backup endorsement. A generator lowers the risk.
Who writes high-value home insurance in Andover?
Reconstruction cost sorts it out. Below about $2 million there is a broad market, and Openly and National General go to about $5 million. Cincinnati and Chubb both write homes at any dwelling limit, so we quote both.
Is Portsmouth Atlantic located in Andover, and are there fees?
No. We work with Andover homeowners remotely from Portsmouth, New Hampshire, with one dedicated agent by phone or email, and we charge no fees.
