Norwalk at a glance
The U.S. Census Bureau estimates 94,508 Norwalk residents as of July 1, 2025 (91,219 in the April 2020 estimates base). The city’s Norwalk Municipal Annex (August 2021) is part of the WestCOG Multi-Jurisdiction Hazard Mitigation Plan 2021–2026, which WestCOG says stays active through December 2026 while it prepares the 2026–2031 update.
The annex says Norwalk is highly developed along the Route 7 and I-95 corridors, with the most commercial activity around the Route 7 and I-95 interchange and in South Norwalk along the river. It describes larger-lot neighborhoods north of I-95 and smaller lots south of it, and cites the 2019 Plan of Conservation and Development: more than 65% of the city’s land is residential.
Historic districts listed in the annex include Norwalk Green, Fivemile River Landing, Golden Hill, Silvermine Center and Village Creek, along with the Greens Ledge and Peck Ledge lighthouses.
What drives home insurance in Norwalk
- Storm surge along the Sound. The annex says 207 of Norwalk’s repetitive loss properties are in coastal zones, and that the whole coastline, especially southern Rowayton, Wilson Point, Manresa Island and southern East Norwalk, is at risk of surge, more so with sea level rise.
- The Norwalk River and harbor. The annex maps the largest river floodplains in the southern reaches and a large floodway where the Silvermine joins the Norwalk, and notes many repetitive loss properties at the mouth of the river along Norwalk Harbor.
- Other streams. Regulated AE floodplain is also mapped along the Silvermine River, the Fivemile River and Stony Brook. The annex lists four repetitive loss properties along the Fivemile and one on Stony Brook.
- Street flooding. City officials told the plan’s authors that Water Street and nearby areas in South Norwalk and the Taylor Pond area remain flooding concerns.
Homeowners insurance by part of Norwalk
Rowayton, East Norwalk and the harbor. Waterfront homes face wind and surge from the Sound. Coastal Connecticut policies often carry a separate hurricane or named-storm deductible, usually a percentage of the dwelling limit, so we show you what that means in dollars before you pick a policy. Docks and seawalls are often limited or excluded, so ask how yours are treated.
Two- to four-family houses and condos. If you live in one unit and rent the others, a standard homeowners policy may not fit; you may need a landlord or dwelling policy, plus loss-of-rents coverage. See Connecticut apartment building insurance for buildings with five or more units. Condo owners need an HO-6 policy that fills the gaps in the association’s master policy, and in a coastal building that often includes loss assessment coverage.
Boats. A homeowners policy gives very little coverage for boats. Most Norwalk boat owners need a separate boat policy, and a personal umbrella can extend liability over home, auto and boat.
North of I-95. Larger lots and more trees make wind and outage losses the bigger concern, with flood risk near the Norwalk, Silvermine and Fivemile Rivers.
Flood coverage in Norwalk
The annex says Norwalk has been in the NFIP since April 3, 1978, that its flood maps were last revised in 2013, and that the city requires one foot of freeboard above flood elevation. It says Norwalk had been unenrolled from FEMA’s Community Rating System and asked to rejoin in spring 2020; ask us to check current status for your policy.
If you are near the shoreline, the harbor or the lower Norwalk River, price flood even if your lender does not require it.
A homeowners policy will not pay for a river or brook over its banks, storm surge from the Sound, or surface water. Flood is its own policy. Check your address on the FEMA Flood Map Service Center and ask us to compare NFIP and private flood.
- NFIP through Selective. We write National Flood Insurance Program policies through Selective, a Write Your Own carrier. The NFIP covers up to $250,000 for the building and $100,000 for contents. New policies generally have a 30-day waiting period (see FloodSmart), so buy before storm season, not during it.
- Private flood. When a home costs more than the NFIP limit to rebuild, we compare Flow Flood, Neptune Flood, Beyond Floods, The Flood Insurance Agency, CatCoverage and Aon Edge, address by address.
- Elevation certificates. If you have one, send it. A raised house or flood vents can change how flood carriers rate it.
Water backup (sewer, drain or sump pump failure) is an add-on to homeowners; flood is separate. If your basement is finished, ask about both. See basement flooding coverage, our flood insurance overview, our Fairfield County flood insurance guide and coastal home insurance in Connecticut.
Other hazards in the Norwalk annex
Hurricanes. The annex says Norwalk is exposed to hurricane wind, flooding and storm surge, and that heavy rain can cause river and urban flooding anywhere in the city. The most at-risk areas are along the shoreline, with risk easing moving inland.
Winter storms. The annex says the city received over $89,000 in public assistance after Winter Storm Alfred in 2011, and that most winter damage to homes is private and paid by insurance.
For most Norwalk homeowners, the losses start with wind and water: roofs, basements, docks and the first floor. We review wind deductibles, water backup and flood on every Norwalk homeowners quote.
Trees, wind and winter claims
Nor’easters can push water into the harbor and low streets while bringing snow and wind inland.
Fallen trees, wind, snow-load roof damage, ice dams and frozen pipes are generally homeowners claims, subject to your deductible. A tree that falls without hitting anything usually is not covered. A burst pipe is usually covered when the home is heated and occupied, so tell us if it will sit empty. A generator, low-temperature alarm and water leak shutoff prevent the largest winter losses.
Larger homes
Under about $2 million to rebuild, almost all of our 40+ carriers can fit, so we compare the full field. Cincinnati and Chubb are similar high-value carriers that compete with each other and write homes at any dwelling limit, so we quote both, and we add Openly for homes up to $5 million. Whatever the size, we build the dwelling limit around the cost to rebuild, not the market value, and look at extended replacement cost where offered.
Waterfront homes in Rowayton and along the shore often cost far more to rebuild than a market estimate suggests, especially elevated or custom construction. See high-value home insurance in Connecticut.
Rentals, condos and older homes
Your HO-6 condo policy covers what the association’s master policy does not: usually your interior, improvements, belongings, liability and loss assessments. If you rent out a house in Norwalk, you need a dwelling or landlord policy, not a homeowners form; we place Connecticut landlord and dwelling policies with Vermont Mutual, Andover, Liberty Mutual, Hanover, Providence Mutual and Foremost. It covers the building, lost rent and your liability. Many Norwalk homes, and many two- to four-family buildings, are older. Carriers will ask the age of the roof, heating, wiring and plumbing.
Renters and tenants in Norwalk
If you rent in Norwalk, your landlord’s policy covers the building, not your belongings or your liability. A renters policy covers both, plus extra living costs after a covered loss. Progressive Home is one of the carriers we shop, for renters policies only.
Auto, umbrella and the rest of the household
Most Norwalk households also need auto insurance, and many add a personal umbrella. Norwalk drivers rely on I-95, Route 7 and the Merritt Parkway, and low streets near the harbor can flood, so comprehensive coverage and roadside help are worth a look. We quote them with the home so the liability limits line up. One agent, one renewal conversation.
Common coverage gaps we see in Norwalk
- A dwelling limit based on the purchase price or assessed value instead of the cost to rebuild
- No water backup coverage on a house with a finished basement
- Liability limits on the home and auto that do not line up with an umbrella, or no umbrella at all
- No ordinance or law coverage on an older home that would need code upgrades after a loss
- No flood policy on a house near the shoreline, the harbor or the lower Norwalk River
- A two- to four-family house on a homeowners form with no loss-of-rents coverage
- A boat assumed to be covered by the homeowners policy
Most are easy to fix once someone reads the declarations pages side by side, which is the first thing we do.
Before storm season in Norwalk
- Know your hurricane or named-storm deductible in dollars, not just as a percentage
- Photograph each room so a contents claim is easier to document
- If you want flood coverage, buy it well ahead of a storm because of the waiting period
- Move cars and valuables out of the lowest level before a surge forecast
- Secure or remove docks, floats and boats ahead of a named storm
Buying a home in Norwalk
Start the insurance conversation before you are under contract. Send us the listing and the inspection report, which answers most of what carriers ask. Near the shoreline or the river, ask for any elevation certificate and the seller’s flood history. For a multi-family house, ask how many units are rented and for the current leases. We line up proof of homeowners coverage, and flood coverage if you need it, so both are ready for your lender.
How a Norwalk home quote works
- Tell us about the house: address, year built, square footage, roof age and system updates.
- Send your declarations page so we can compare like for like.
- We shop the carriers that fit and lay out coverage, deductibles and storm terms side by side.
- You choose, and we handle the switch, including your mortgage company, so there is no gap.

Frequently asked questions
Do you insure homes in Norwalk, CT?
Yes. We serve Connecticut from our Fairfield office at 1885 Post Road and by phone, email and online. Call (203) 859-6858.
Does Norwalk flood?
Yes, mostly on the coast. The 2021 WestCOG hazard mitigation annex counts 227 repetitive flood loss properties in Norwalk, 207 of them in coastal zones, and names Water Street in South Norwalk and Taylor Pond as flooding concerns. Check your address on the FEMA Flood Map Service Center.
I own a two-family house in Norwalk and live in one unit. What policy do I need?
It depends on the carrier and the setup. Some owner-occupied two-family homes fit a homeowners form; others need a dwelling or landlord policy with loss-of-rents coverage. We place Connecticut landlord and dwelling policies with Vermont Mutual, Andover, Liberty Mutual, Hanover, Providence Mutual and Foremost.
Does my homeowners policy cover my boat?
Very little. Most boats need their own policy, and an umbrella can extend liability over home, auto and boat.
Does homeowners insurance cover a flooded basement?
Not from flood. Water backup from sewers, drains or a sump pump is an add-on, and rising or surface water needs a flood policy.
Who writes your NFIP flood policies?
We write NFIP policies through Selective, and we compare private flood from Flow Flood, Neptune Flood, Beyond Floods, The Flood Insurance Agency, CatCoverage and Aon Edge.
Do I have to buy if I request a quote?
No. Requesting a quote doesn’t obligate you to buy anything, whether it’s for homeowners, condo, renters, landlord, dwelling or auto coverage.
